It is difficult to determine when the idea of the program development emerged. It is obvious though that separate activists and non-government organizations, which strategic goals were similar to or overlapped, were convinced in the necessity of such a program. Practical steps concerning the program development and its implementation were made in 2007. Understanding the necessity of such a program and having the strategy for the years 2007-2009 as the basis, the representatives of the International Renaissance Foundation Program on the Rule of Law in the spring 2007 organized a short meeting of the representatives of non-government organizations that work in the sphere of human rights education. In the course of the meeting there was announced an initiative regarding the consolidation of efforts of the non-government sector in the sphere of human rights education. In December 2007 there was carried out a non-formal expert meeting related to perspectives of the development of human rights education in Ukraine. Due to this meeting needs for educating separate target groups were specified, available possibilities were determined and a plan of action for the first stage of the program implementation (for the years 2008-2009) was developed. The 2008-2009 plan of action was implemented and the second stage of the program was launched. The research work related to analyzing the needs for human rights education for different target groups, expert potential, organizations and available methodological manuals is being continualy performed.
